Where I work we make solid state fuses (we call them silicon fuses) but mostly 
for low voltages (under 100 volts).  I have one on my desk which will 
continuously pass 800 amps, max voltage 60 volts, and is bidirectional.  There 
is hardware for fast/gross overloads and a micro which handles the slow reaction 
and allows a precise I^2t curve.  Haven't done it for high voltages but with an 
IGBT, sense resistor and opamp it shouldn't be hard.  For these purposes I would 
just use hardware.  Make sure the action is distinct on/off, protect from 
inductive (perhaps with slope control), and watch out for RF interference.
