My understanding is that Japan bought HUGE quantities of U.S.-made tubes up to the time of 
the embargo that was placed on them by Roosevelt.

Every Japanese radio I have ever seen has U.S.-made tubes in it.

I don't know that Japan ever built an extensive tube-making source in their country until after 
WWII.

Others here undoubtedly know far more than I do about it.
