Yes, but it is hard to remove things like Manganese. If you throw a bunch
of mixed scrap into a pot, you wind up with all sorts of alloying
substances. I doubt they could do real-time analysis on the content of a
melt to be able to adjust the properties.

And, making an alloy that is both ductile enough so it can be bent without
cracking yet be hard enough to be drillable w/o clogging the tools is
non-trivial.

Try and bend 6061-T6 some time; or drill 2024.
