[ARC5] Blackout ; Lend Lease and ARC-5's

I know the issue of a sub spotting a target against a a dusk (and
presumably against a dawn) sky or against city glow was serious. There was
a lot of research on the matter and special reddish paint (Mountbatten
Pink) and lights to illuminate the superstructure were designed.

I don't know how widely they were deployed, however.
