Les:Can't say what went on in California but, in Seattle WA, we had blackout drills every now and then. Air Raid Warden would let you know if he saw any light emitting from your abode.
The Russian Lend Lease program ran until (about) 1949. It was a giveaway of about Nine Billion dollars worth of so called "Aid". A book titled "from Major Jordan's diaries" by Maj. George R Jordan USAAF, gives a pretty good eye opening account onwhat went thru the "Pipeline" , during his watch, between Great Falls, MT; Fairbanks, AK and Russia, during WW2. Ton's of HF/VHF gear. Maybe we can find some NIB ARC-5's from there?
Cheers

This point is illustrated well by my now-gone friend,
