That does seem like a high number, particularly for any single contract 
number.  I have a later bare aluminum version, serial number 5623, and 
that seems even worse for a part that was likely actually ordered in 
small quantities.  Makes me wonder what the numbering convention was...  
There are no contract numbers visible.

Sadly, yes.  You most often see mods to the rear junction boxes, but it 
is rarer to see them on the front, at least with the samples I have seen.
