IMHO, substitute for the word "radios" above, the words "equipment of 
every kind, including tanks" and you would pretty much describe the 
waste of valuable resources by Germany during WWII.

And they never did field an effective semi-auto battle rifle of the 
same quality as the M-1 Garand, or even as good the overly-complex 
Russian SVT-40.
