I think it was probably done as an expedient. It's just easier to lock
everything down than to review each document on a case-by-case basis.
Also, LOGSA for civilians was really a goodie, and not part of the mission.
That doesn't mean I like it, but IMO it's not unreasonable.
There was a guy in europe, about 8-10 years ago, who contacted me offering
up most all of LOGSA, restricted or not. He wanted fairly high prices. I
don't know if it was real or not, but it smelt funny. Nothing ever came of
it.
