1) government publications CANNOTbe copyrighted. Classified, yes. 
Copyrighted, no

2) The Library of Congress has at least a 2-level; disposal process, 
maybe three level. When I worked on Capitol Hill Congresspersons were 
given 1st dibs on surplus books and typically "drew" stuff for home 
district libraries. There were no restriction on them, however. The 
administrative assistant of a senator I knew would go over there to the 
disposal room with me and we'd pick stuff we were interested in. I still 
have the report on WW I munitions by the assistant secretary of war, a 
book I have used often. I just gave a museum 13 volumes of the documents 
of the Versailles Peace Conference of 1919 and I am trying togive away 
about 20 volumes of diplomatic documents of 1936-44, the papers of Harry 
S. Truman and Lyndon B. Johnson. I gave seven bound volumes of Harpers' 
Weekly, 1861-1866 to the local museum.  (Incidentally, reading the 
Versailles documents, I can see why the Germans were resentful) There 
are repository libraries in each state that get copies of all government 
publications and have drawing rights for L/C "surplus."
