While I lived in Alexandria, VA, I was surprised to learn that there was such a thing as Library of Congress surplus, as in books released by the Library as well as those of from Smithsonian libraries, it would appear. A store on US 1 a few miles from where I lived sold that material; there may have been other locations that did so. I suppose they surplused copies when they had more than they needed.
And at a local flea market a while back I bought a copy of a recent ARRL handbook for $4; it had been surplused by a local library.
One answer to the Google destruction dilemma is to have them sell the books they no longer want. Should be duck soup for them to do that; after all they are bigger than ebay.
By the way, there are some sellers of vintage manuals who have gone so far as to copyright them and then sue others who try to sell them. Unfortunately ebay typically takes them at their word if they say a copyright is being infringed. I believe there is an outfit in Australia that is noted for that.
