When I worked for NASA around 1960, they had a very tight tolerance for tube
fittings rated for manned space flight. In another example of government
lunacy, they bought the fittings and then did the acceptance testing. The
rejected, and paid for, fittings, of which there were many, were sent to
the scrap yard. Some enterprising individual bought the rejected fittings
from the scrap yard, cleaned and repackaged then, and sold them back to
NASA. He was caught but it points out the problem with not testing things
before you buy them. Of course, it wasn't NASA's money, it was ours.

I don't doubt that some things were MFP coated way after being made.
The crux of the question is I would expect an item to be tested after being
sprayed with gunk.
That is apparently not the case.
