First, I have no idea why anyone would want to wrinkle paint something other than sheer WWII authentic coolness.  Aside from the application issues, as I am sure you have found - the stuff is ab-so-lute-ly terrible when it comes to cleaning.  It holds dust and dirt like nothing else; I am surprised they don't make mops out of it.

As for power coating, I have a Sears power coat rig that I have used to a  limited degree.  It is a lotta trouble to use.  The stuff sticks to the surface as, believe it or not - a powder.  And it's desire to stay there is the same as any powder - a fierce glance or certain cusswords will scare it off.  It stays there only after you put the object in an oven at 4000 degrees for about 48 hours.  Well, maybe it's less severe than that, but it seems like that when you are trying to put it and keep it in said oven Without Touching It Or Allowing It To Touch Anything Else.  So unless you are General Dynamics it is useful for small metal items that can be hung inside an oven by tiny hooks and are impervious to high temperatures - in other words, the kind of stuff that pretty much does not need to be painted in the first place.
