My opinion on the matter- which is worth exactly as much
as anyone else's- is based on a decade and a half operating
some of Uncle's nets and coordinating with other agencies.
There was a big book of U.S. government-allocated HF
frequencies by agency. The D.O.E. alone had pages and
pages of freqs allocated exclusively for them.
In operations all over the world, we used about half a dozen,
and 99% of the time we used *2*.... That's all.
For 15 years, those pages and pages of channels sat empty
and, very likely, still sit empty and probably haven't had a "dit"
on them in decades. The FAA and the Military are the only
outfits I've seen actually use their HF allocations sensibly.
Every other parasitic U.S. agency has their pages and pages
of empty, wasted HF channels. But turn even one channel loose?
Heavens, no; That's their "turf."
People can attempt to defend the indefensible if they wish,
but you need only look up the allocations and park a few
receivers there, then wait years and years. You might hear a peep.
Maybe. In the mean time, sitting in the middle of a vast,
wasted desert of horded but unused spectrum, we're
worrying each other about keeping our CW note within 20 hz.
