The three spacer balls (or insulators) attach to and properly position the
capacitor stator plate assembly.  There is no mechanical relationship of
these to any bearing balls around the rotor plate assembly shaft.  The rotor
is not affected by the same thing that dislodges the stator spacer balls.

These three small stator balls can be dislodged by any sharp significant
impact to the transmitter during which inertia causes the mass of the stator
plate assembly to continue movement after transmitter motion has stopped.
The spacer balls can pop out of their shallow sockets.  A flat-bottomed drop
on a hard surface can cause this.  Afterwards the stator plates are no longer
stationary (and the transmitter rattles like there's a bunch of loose little
glass balls under the chassis...because there now are)! :-)
