Henry,

Your unit being open at the top means that someone removed the top cover 
and didn't replace it.  They are not normally open like that.  And the 
majority do not have any pressure adjust screw.    I may have seen one like that, 
out of hundreds.

The holder is functionally equivalent to the Signal Corps FT-249.  The most 
common Navy Type Number appears to be NT-40130 (based on how many of each I 
have).  Made by numerous contractors.
