I did Google it and I did find out what it is and can do. It's a very good instrument but probably more than most people here need.

I can measure leakage by putting my VOM in series with the IT-28 leads. No big deal.

I have an IB-2A bridge for precision measurements. But I do not use it very often.

  Goggle ZM-11/U RLC Bridge.  They turn up from time to time on eBay.  Prices now are probably somewhere north of $100. I've never used the Heath, so I can't compare.  One nice thing about the ZM-11 is that you can reform electrolytics on it without any fear of damage.  Also, it will readout the actual current leakage in milliamps at any selected voltage.  W6MAB

    What is a "ZM-11" and how easy are they to find? What do the sell for?

    What makes it better than the Heath capacitor testers?
