Goggle ZM-11/U RLC Bridge.  They turn up from time to time on eBay.  Prices now are probably somewhere north of $100. I've never used the Heath, so I can't compare.  One nice thing about the ZM-11 is that you can reform electrolytics on it without any fear of damage.  Also, it will readout the actual current leakage in milliamps at any selected voltage.  W6MAB
