[ARC5] Re-capping

I only have a C-3 and an IT-28 so I cannot comment about the IT-11.

The 3 position switch on the IT-28 is not spring loaded. At least not on 
mine.

The IT-28 also has more positions on the voltage switch.

It's my believe that the heath capacitor testers are the most common ones on 
eBay and will do everything we really need to do.
