Yes, that is also my conception of the Marshall Plan, the Soviet reaction 
and the Soviet attitude
towards Eastern Germany  -- the Soviets did suffer greatly at the hands of 
Nazi Germany.
The Soviets were harsh but who am I do judge? Now there's a problem 
integrating
the former DDR into present day Germany. Some documentary films I've seen 
also state that the Marshall
Plan and the prosperity particularly in West Berlin -- (and the conversion 
to Western currency in
the Western zones?)  were reasons, never openly admitted to, for the wall; 
Soviets claimed it was to keep West Germans out (of the worker's paradise).

I was in Navy boot camp  (Great Lakes) when the Berlin wall was raised and 
we were told that we reservists
would most likely not be allowed to go home but would be called directly 
into active duty. So I have my
first hand recollection of that situation.

No.  A state of war still exists between the two countries.

The Marshall Plan (1948-1952) was created to rebuild West Germany's industry
and, through that, the European economy.  OTOH, the Soviets were more into
punishing East Germany and held off on any support for a number of years.
They were also very much against the Marshall Plan and, as far as I can
recall, used that as a pretext for the Berlin Blockade (1948-1949) or at
least one of them.
