No.  A state of war still exists between the two countries.

The Marshall Plan (1948-1952) was created to rebuild West Germany's industry
and, through that, the European economy.  OTOH, the Soviets were more into
punishing East Germany and held off on any support for a number of years.
They were also very much against the Marshall Plan and, as far as I can
recall, used that as a pretext for the Berlin Blockade (1948-1949) or at
least one of them.
