Maybe some sort of "line strecher" to match the ARR-2 to the antenna at different frequencies?
Just guessing!

What is fascinating is that the control is a simple linear tube with a 
" black plastic knob coming out of a long helical slot on the left side 
f the tube, the slot rotating around the periphery of the tube 
pproximately 90 degrees.  There appears to be a detent at each end to 
ock the knob in either fully opened or fully closed position.  No scale 
o show 0 or 100%, or anything between.  I've never seen anything like 
t, either for a loop or for a whip antenna.  Anyone have any idea?  
eep in mind this would be a Navy-unique control.  The associated radio 
ontrols only indicate an ARR-2 and an ARA range receiver in terms of 
avigation.  The ARR-2 whip is not adjustable, so that only leaves some 
anipulation of the range receiver antenna, a requirement that I have 
ever run into before.  Naturally, there is not a single word about the 
ontrol tube in the description of radio controls...:'(
