I was lucky to tour the NSS facility before the towers came down but
after the facility disassembly was started. The lowest frequency they
operated at was 20.4 Kc. The main tower was some 1200 feet tall with
a surrounding ring of 800 foot towers and wires that went horizontally
to a trio of similar very old triangular towers (which were not taken
down). For more info, see:

The purpose of this VLF station was to alert our submarines to listen
on other frequencies for additional information (presumably very
important). Cutler Maine, and perhaps a couple of other transmitting
stations may still operate at that frequency,
NSS operated at other higher frequencies also, but I am not familiar
with those transmitters.
