    Well, didn't the Navy have a net at those frequencies? If I recall 
correctly, there were huge towers at Annapolis for, was it NSS ? (I 
forget the call letters) that was designed to circle the globe. But how 
they could load into even a long trailing-wire antenna at those 
frequencies, I do not know. My best guess.

     I never found anything giving the requirements for those 
frequencies. There may be something in the Navy files, but I guess I did 
not find them, though I looked at the Naval Research Library.
