I've explained this apparent anomaly dozens if not hundreds of times on 
these lists.  The year indicator in Signal Corps Order Numbers is the US 
Federal Fiscal Year, not the calendar year.  Today, the Federal Fiscal Year runs 
from 01 October to 30 September.  But from the first Roosevelt (FDR, not TR) 
to the second Reagan administrations, it ran from 01 July to 30 June.  So if 
your BC-191-A had been ordered six weeks later, it's Order Number would 
have been nnnnn-NY-37.  And obviously, a bunch of equipment (nearly 11,000 
orders) was ordered in July 1935 and not very much for the rest of the fiscal 
year (less than 1500 orders).

Tech manual dates, on the other hand, are Calendar Year dates.

However, back my guestimatted dates shown below up a year..
