[ARC5] identification of Command Set sources and distribution

I've decided to drop the idea of tracing the source and destination of the Command Sets I have in my possession since I might be stirring up something best left alone. I have no doubt that all kinds of arrangements had to be made in post-war Europe,
in order to get things functioning again.

However, IMHO, distribution and destination of Commnand Sets seems to be an interesting area for discussion, as a general topic.
