No Question about that. It could be sent by Parcel Post or even 1st Class mail, or as you say, for $4.95 in a small flat rate box.

Here IMO is a perfect example of a ridiculous shipping charge:

  http://cgi.ebay.com/ws/eBayISAPI.dll?ViewItem&item=150512311366

I actually need one of these for my C-26 control box and wouldn't mind
paying a fair price to get one. But when I see a $20 shipping charge
for something that should EASILY ship for $5 or less (in a FREE
Priority box, no less), I lose interest in that particular seller
fast. Then I remember that it's just a hobby, and I don't really
'need' any of it, I just want it. And less than I thought, it turns
  out.

The ironic part is, along with the folks who advertise 'no reserve'
but have a big opening bid, I doubt they realize how many potential
bidders they lose as a result. Then again, it only takes one as they
say. I stopped attending a lot of 'real life' auctions too, when they
added the Buyer's Premium approach so they could grab money from both
  parties.

Ebay is just another tool in the tool box. The more they screw with
it, the less attractive it becomes. But it sure has been a huge help
for me over the years, collectively-speaking.
