[ARC5] SCR274N in Gliders?

Just returned from MRCG in SLO, good to see everyone there.

A BC-454B followed me home, at first glance it looked modified as
the dial was missing, it was dirty, but the FT-230 was OK.

I get home and start looking at it, and find it is unmodified. The 
nameplate from the receiver, and both dynamotor nameplates are wired to 
the antenna post, along with a paper tag.

Tag says(and I'm only showing the highlights)

BC-454-BM
CAAP order number 750-DAY-44

Then the tag goes on to say to tune receiver to frequency, write
frequency on tag and remove dial.

Then to remove the three nameplates from the tag(but it
doesn't say what to do with them).

Lastly it says:

"TIE THIS TAG TO GLIDER"
"REMOVE BEFORE TAKEOFF"

Can anyone shed any light on this?

And what organization was CAAP?
