Perhaps those rare small Phillips screws were considered exotic enough
to merit the inclusion of such a screwdriver in the kit, while assuming
that a flat-blade driver would be commonly found in every shop and need
not be included.
In addition to the Phillips screws used where you mentioned (like the
C-30A, C-38A), there is a flat-head Phillips screw used in the various
set connecting plugs (and probably some other places).
It would have been good practice to include the set-associated Bristol
wrenches. That would help promote use of the appropriate tool rather
than trying to force a hex-key or mis-sized Bristol wrench. Bendix
(and other) gear seemed to practice that philosophy. And what about
all those common tools that were theoretically (but rarely) found on each
copy of the ATC and AN/ART-13, and under the "X" bracket on the AN/ARR-15?
