[ARC5] externally generated noise from switching controllers.

This is pretty similar to the Amateur Astronomers worrying about light
pollution...  civilization is raising the noise floor.

They use filters and lobby for restraints and oppose broadband light
sources, preferring line sources like low pressure lamps.

How about forming an "International Quiet Radio Background Society"?
