That's the problem with having too much money thrown at a problem
by pols with a WW-I mindset.
Before and during the war, the Navy were always the
wasteful "rich kids" who got to sample all the goodies
the side-show barkers on the boardwalk had to offer,
tossing most of them into the sea after the first couple of bites.
The Army got the "meat and potatos" and had to use their heads
if they were going to get something serviceable.
"Meat and potatos" can actually be pretty satisfying,
and so was the AN/ARC-8.
