Mine doesn't have this, Ray. Perhaps your thinking of the ZM-3?
With the -11, you set the test switch on "cap charge"(I think),
a warning light comes one and you turn a knob to set the test voltage.
Then connect the cap across the +/- terminals.
The cap stays under voltage until you turn the volts knob down
or disconnect the cap. You turn the spring-return knob
to read the leakage current, but the cap is always under the test
voltage. I can attest that from more than one "bite." ;-).
And you're right- you can leave a cap connected to reform it
and just watch the voltage as the leakage current goes down,
so it doesn't go over the rating. I've even reformed oil filled caps
that way. That's just what I did with the remaining bypasses
on the -229; leave them connected and just check the current
from time to time.
