That is the most likely explanation.  In an even more extreme example, I 
found an antenna tuner for the BC-AA-191 at Fair Radio last year (a 
BC-AA-194 - bottom picture at 
http://aafradio.org/garajmahal/BC-AA-191.htm ) that had the contract 
number 12874-PHILA-42, serial number 48.  This for a set that had been 
obsolete by 1939.  Unlike all the BC-191s (and ultimately BC-375s) that 
began replacing it *in 1936* and beyond, it was made by Espey, not 
General Electric, and there obviously had to be at least 47 other tuners 
acquired for that ancient 1935 -AA- set.  The military procurement mind 
is unfathomable at times... :-P
