[ARC5] Start of W.W.II New Crystal Frequency?

My US navy RBC has "planes 6970 kc" penciled in on the freq chart. Going 
by the other callsigns & freq assignment it looks to be Pacific theater 
mid to late WWII.

Also has something marked "time tick 1254 kc". Did the military xmit a 
time signal to coordinate things?
