I don't know about ARC, but I picked up an aircraft band AM mobile unit 
that was intended to allow ground control vehicles to talk to planes and 
the tower, and while it was branded "Hallicrafters" it was made by 
Pye.   This is early solid state, crystal controlled so I'd guess  early 
70s vintage.  Maybe they revisited this idea some time after your 
article came out.
