Jack and John,

This method is commonly found in FM receiver alignment, among others.  
The goal is to remove one of the two coil/cap circuits in the can  
from affecting the other one as you align the other one.  Sometimes  
it's called a "snubber network".

I suggest you make up the two component thing with some one-inch  
flexible leads and small alligator clips on the ends. Insulate  
appropriately.  Then you can use it as needed and put the thing in  
the tool box for next time.
