Rules were made to be broken. It worked like this:

You seal from the contract you have to do the proposals for the next one.
Since you know low bid counts, you low ball it for a price you know is
unrealistic.
You are awarded the contract because you came in lowest.
You take your contract officer out for dinner and agree on a few minor
changes for big bucks.
Wink, wink...  nod, nod.

Been there...   and HATED every minute.
