The dummy load used to test the SCR-274-N (and AN/ARC-5) HF transmitters should give some indication of expected normal antenna characteristics.  This standard dummy load was the A-61.  It consists of an RF ammeter, 5 ohm resistor, and 100 uuf vacuum capacitor all in series.  The capacitor could be bypassed.
