Hi Steve, one of the 'all' checking in.  Gyro gearloose suggestion follows.

Consider this.  It should be easy to find the winding segment with the
short.  A low-reading ohmeter like a Fluke 77 is ur friend here.

I think neighboring commutator segments will show the short to ground.

Lift/cut the leads to the bad section leaving the leads to the
good bracketing windings intact... finding which is 'bracketing"
& which isn't cud be tricky.  Then run jumper between two
segments where leads cut.

No experience with this but gud chance some reader's done it & can
correct any goof - liked half armature developing 1kv, other half doing
940v & there's some 'fighting*.'  But PE73's an old girl & might at this
stage be able to take a joke.

*fix might be to symetrically detach/jumper segment on other side of 
 hv commutator
