Ummm ... not entirely so.
The original path was: Designed by RFL, built by S-C, then installed
and maintained by A.R.C.. The Model B was an RFL design as was the
initial work on the Model D. With the transfer of engineering staff
from RFL to A.R.C., which was a done deal by 1934, the design effort
moved placing the entire effort in A.R.C.'s lap.
1934 was an interesting year. A corporate restructuring pulled
A.R.C., a subsidiary corporation since 1928, out from under RFL; the
Army experienced a total disaster trying to carry the US Airmail which
resulted in an upgrade to their communications capability (Model B to
Model D-derived equipment); and the initial work on the Type K design
began as a further response to the Army's communications (and
navigation) failure. The Type K was completely an A.R.C. project with
RFL uninvolved with the design at all.
A.R.C.'s history began and ended building civilian equipment with
military applications coming in the middle.
