The ATA modulators (and most other ARA/ATA components except for the transmitters and receivers) seem pretty hard to find.  I've only seen a couple on ebay in the last five years.

But at least you could use the much more common BC-456 modulator from the SCR-274-N.  It's electrically identical to the ATA modulator except for the impedance of the sidetone output.  If you get a BC-456-B, setting its sidetone output for low impedance would come close to that of the ATA unit.
