This is indeed an ATA transmitter.
The "rubbed away" marking below the anchor is the Navy's Acceptance Test
date:
the date the Navy inspector at the A.R.C. plant looked it over
and blessed it.  There was a short period early in the war when some
brainiac decided the production/inspection dates were helping the enemy;
helping him do what is anyone's guess.  So they defaced lots of dates
off tags and other markings.  Sometimes, you can rub off the paint
slathered over the date and recover it.  This means that if you want to be
strictly "correct" in the top you find for it, find one with the
NOs-74912 contract and a scratched-off date, or one with
that contract and no date.  .

A more careful examination of the rear chassis, left side says: Cont.
no. 74912, ARC #5010, 4-5.3 MC., Aircraft Radio Corporation. To the
right, there is a (US) NAVY Anchor. Above the anchor, it looks like
something has been rubbed away. The BC-457 is Army. Does this mean this
unit is a Navy CBY-52209, ARA/ATA series?
