[ARC5] R-27/ARC-5 with C-131/AR Tuner

There's been an R-27/ARC-5 with the Yardley tuner on it on ebay recently:

Is it unusual for a C-131/AR to be attached to an R-27?  All C-131/AR units that I've seen or heard of before were on R-26 receivers.

It seems odd that the US Navy paid for the development of the finest HF aircraft transmitter of WWII (ATC, ART-13), then attached it to mis-matched kludges like the ARB and these Yardley jury-rigs until the AN/ARR-15 finally showed up after WWII.
