Nope...steel will scratch cad plated brass every time.  Sorta 
paper-scissors-rock kinda thing.  You need a tube of delrin or nylon to 
grip it in.  If the outer diameter is greater than the lip of the 
capacitor, you can then use your tubing cutter (long side of the backing 
rollers on the delrin) to make the cut and avoid the shortening of the 
can that necessarily results from the typical .030" hacksaw blade width.
