[ARC5] Data tags and contract delivery dates

All domestic ATC comms here in the US and most of the rest of the world
still use VHF and UHF (military).  HF is used on overwater legs, out of VHF
range.  Satcom and digital (mode S) is coming, but probably will never
entirely replace talking to the tower of VHF voice!
