I have a pair of those pullers as well, Steve. They work great! Mine
was found in a pile of old IBM mainframe stuff they cleaned out here
at work. Even ended up with an old IBM-labeled vacuum tube, NIB.
Someone was going to toss the 'funny scissor-looking things' when I
spotted them and realized what it was. The rubber coating on the tips
is heavy duty so it grips well, and the action lets you get into some
otherwise-difficult to reach areas.
