I'd have to agree, but my opinion is based on only one
personal example.  In 1968, I got a T-18/ARC-5, missing
bottom plate and top cover, which I converted to 80m by
rewinding the oscillator and PA tank coils and installing
an un-tuned buffer stage between the MO and the PA.  (I'd
have never modified it at all had the unit been complete
when I got it.  Even 35 years ago, I accorded "historical
relic" status to any un-ham-hacked piece of WWII gear
I acquired.)

I used this unit on CW in the novice band in a TV fringe
area 60 miles away from the closest TV stations, yet I did
not have any significant TVI to our mid-1960s TV set, even
though top and bottom covers were missing.  I think I used
less than 500 vdc on the PA plates.
