[Antennas] leveling a tower base plate

my instructions on using 4Star grout under a tower base plate missed
one set of suggestions.
The persons bolts were sticking up approx 6" above the concrete.
I suggested running nuts down the bolts, placing the plate onto those
bolt/nuts and adjusting the nuts for level.
I forgot to suggest, that a pair of NUTS should be used under the plate.
you use the top set of NUTS to level the plate and then your bring up
the bottom set of nuts tight to the top set.
When you double nut like that and apply snugging force, the nuts will
never vibrate loose.
It must be Newtons 43rd law of physics that nuts NEVER vibrate tight,
AND ONLY vibrate loose.
Always 'double nut' above and below a mounting plate.
