[Antennas] Insulated Radial Wires?

I was at a hamfest recently where a guy was proudly holding a large spool of
enameled magnet wire he had just bought.  He was telling his friend he
intended to use it for buried radials for a vertical antenna he was putting
up.  

I guess it had never occurred to me before to use insulated wire for buried
radials but it made me wonder, would it make any difference?  Naturally at
DC it would not be a very good idea but what about for RF?  Capacitive
coupling to the earth?  Has anyone seen any actual test data on doing this
in a buried system?
