Do they "work"? Yes, but then the subjective question
becomes how well do they work ... most tend to agree
that on the lowest band, they are just a bit more than
an expensive 'external dummy load'.
I believe QST did a review and found the same results.
Better than no antenna certainly, but it may not be the
best choice ... not sure what band/type of operating that
your friend is looking at, but there may be better choices.
