Yep!!

THAT's ILLEGAL....Federal law overrides covenants on Over The Air reception
of broadcast signals..
Dish sat rcvrs as well as outside TV antennas CANNOT be prohibited by
covenants or any other law..

Eminent domain and electric utilities are much more powerful than amateur
ops wanting to put up towers and antennas..
Houses need electricity to draw customers to by them.....but outside
antennas are considered an eyesore...
